Cindy Rhodes Victor is recognized as one of the foremost advocates for protecting the property rights of businesses, developers and landowners against wrongful, unconstitutional or unauthorized actions of municipalities, counties and state agencies. As a litigation attorney for the past 28 years, Victor has handled over a hundred trials, hearings and injunctive matters in state and federal trial and appellate courts, and is a member of the bar of the United States Supreme Court. She is likely best known for representing Hillside Productions, Inc., which operates Freedom Hill Amphitheater in Macomb County, in its federal lawsuit against the City of Sterling Heights, which resulted in a $31 million consent judgment against the City, one of the largest judgments against a municipality on record.
